General Provisions of Appointing Overseas Part-time Doctoral Supervisors
为进一步做好我校博士生培养工作,更好地发挥境外兼职博士生导师(以下简称境外导师)在我校学科建设和高层次人才培养中的作用,经2012年第142次校学位委员会讨论通过,对我校聘任境外导师的工作做如下规定:
To enhance the quality of HIT doctoral education, and encourage overseas part-time doctoral supervisors(hereinafter referred to as overseas supervisor)to play an active role in the construction of disciplines and the cultivation of high-level talents, HIT general provisions of appointing overseas part-time doctoral supervisors are authorized at 142 session of the Academic Degree Committee of HIT (2012), and stated as follows:
一、聘任原则 I. Appointment Principles
聘任境外导师的原则是:有利于培养高水平博士生,有利于学科建设和发展,有利于在学科前沿产生创新性成果,有利于提高学科的学术水平和国际知名度。
The principles of appointing overseas supervisors are: beneficial to cultivate high-level doctoral students,conducive to the construction and development of the related discipline,leading to innovative achievements in the discipline frontier,and helpful to improve academic standards of the discipline and its international academic reputation.
我校各博士学位授权学科可根据学科建设及高水平博士生培养的需要,有规划、有目的地开展聘任境外导师的工作。
As such, every discipline with doctorate authorized at HIT may appoint overseas supervisors with a specific purpose and scheme, geared to the need of discipline construction and high-level doctoral education.
二、基本条件 II. Basic Conditions
境外导师岗位申请人应满足以下基本条件:
Overseas part-time doctoral supervisors should meet the following basic conditions:
1. 在学术研究上有很高的造诣,有较高的国际知名度。所从事的研究方向属本学科领域的学科前沿,有丰富的培养博士研究生的经验,年龄一般不超过60岁。
High attainments in academic research and good international reputation; Research direction viewed as the academic frontier of the discipline, rich experiences in doctoral education, and age less than 60 years old.
2. 能够对所在学科拓展优势研究方向,或引入前沿及新兴、交叉研究方向起到积极推进作用。
Active and constructive to develop new research direction in the discipline,or introduce frontier, innovative, and cross-discipline research directions.
3. 热心在我校培养博士生,能够对研究生攻读博士学位的全过程给予切实有效的指导。
Enthusiastic about cultivating doctoral students at HIT,capable of providing practical and effective guidance in the whole process of doctoral education.
4. 已经与我校有关学科形成稳定的学术合作,并在我校有能够共同培养博士生的合作指导教师(以下简称合作导师)。合作导师应为我校招生博士生导师,并与境外导师有相近的研究方向。
Already established stable academic cooperation with the related discipline of HIT,and having a cooperative supervisor(hereinafter referred to as co-supervisor), who is a doctoral supervisor recruiting doctoral students at HIT and shares a close research direction with the overseas supervisor.
5. 能够与合作导师共同保证为博士生提供应支付的助研津贴。
Coupled with the co-supervisor, guarantee to provide the doctoral student with research allowance.
三、主要工作内容及相关要求 III. Main Duties and Responsibilities
1、境外导师应承担的主要工作
The overseas supervisor should assume the following main duties and responsibilities
(1)对博士生的培养及学位论文指导负全面责任,主要工作包括:
Assume full responsibility for doctoral education and dissertation supervision, including
1)选择生源,对博士研究生的录取进行把关;
Choose the appropriate source of doctoral students,and examine the admission qualifications of the doctoral candidate;
2)指导博士研究生制定个人培养计划;
Guide the doctoral student to formulate personal research scheme;
3)指导博士研究生确定研究方向和研究课题;
Guide the doctoral student to determine research direction and research focus.
4)指导博士研究生撰写学术论文和博士学位论文;
Guide the doctoral student to write academic papers and doctoral dissertation;
5)组织博士学位论文的开题报告、预答辩和答辩。
Organize doctoral students to submit research proposal, and conduct pilot and final viva.
(2)为相关领域研究生、本科生开设课程或系列专题讲座;
Provide courses or workshops for postgraduates and undergraduates in the related fields;
(3)与学科建设、研究生培养有关的其他工作。
Other work related to the discipline construction and postgraduate training.
2、有关要求 Related Requirements
自招收指导博士生后,境外导师每年来校工作的时间累计应达到1个月,或者安排所指导的博士生在境外从事学位论文工作时间累计不少于12个月。
After recruiting doctoral students, the cumulative time of overseas part-time doctoral supervisor coming to HIT for working should be no less than one month; or the cumulative time of arranging the doctoral student to write dissertation abroad should be no less than twelve months.
四、聘任数量与资助政策 IV. Number of Posts and Funding Policy
1. 我校博士生导师队伍中境外导师的数量应保持相对稳定。
The number of HIT overseas doctoral supervisors should keep relatively stable.
2. 对于2012年1月1日以后续聘或新聘的境外导师,学校原则上不提供工作补贴。聘任期间,境外导师来我校的旅差费及其它有关费用由境外导师与其合作导师商议解决。
For the overseas supervisors re-appointed or newly appointed after January 1st, 2012, HIT in principle no longer provides funding. During the tenure of office, overseas supervisors’ travel expenses and other costs should be resolved through negotiation with the co-supervisor.
3. 对于需要大力发展的新兴学科,学校根据情况适当设置少量提供资助的境外导师岗位。
For the newly-emerging discipline for which HIT strives to develop, the university will provide a small number of posts with the support of funding for overseas doctoral supervisors.
五、聘任工作程序 V. Procedures of Appointment
1. 境外导师的申报工作原则上每年进行2次,分别在3月份及10月份。
In principle, application for overseas supervisors will be conducted twice a year, in March and October respectively.
2. 申请人及申请人的校内合作导师填写《bat365官网登录境外兼职博士生导师/合作博士生导师申请表》(见附件一),经学科同意后报送所在学位分委员会。
The applicant together with the co-supervisor are asked to fill in 《HIT Application Form of Overseas Part-time Doctoral Supervisor/Co-supervisors 》(see Appendix I), with the consent of the discipline, submit them to the Branch of Academic Degree Committee.
3. 学位分委员会在每年4月份审核博士生导师资格的专题会议上及10月份审核博士学位论文的例会上对申请人的相关材料进行审核,并将同意聘任的申请人的相关材料报送校学位办。
The Branch of Academic Degree Committee will examine the related materials of the applicant at the April Meeting of Checking Doctoral Supervisor Qualifications and at the October Routine Meeting of Examining Doctoral Dissertations every year, and submit the authorized materials of the applicant to HIT Academic Degree Office.
4. 校学位委员会常委会对各学位分委员会的报送材料进行讨论,以投票表决的形式确定获得境外导师资格的申请人名单,并给予公布。
HIT Standing Academic Degree Committee will discuss the overseas supervisor’s application materials submitted by each Branch Academic Degree Committee; in the form of voting, authorize the applicant's qualifications for working as overseas doctoral supervisor at HIT; and announce the list of successful applicants.
5. 获得资格的申请人在与我校研究生院签订《bat365官网登录境外兼职博士生导师聘任合同》(见附件二)后,正式成为我校境外导师。
The successful applicant signs with the Graduate School of HIT the《Appointment Contract for Overseas Part-time Doctoral Supervisor》. From then, the applicant has officially become HIT overseas supervisor.
6. 自公布之日起3个月内,如果获得境外导师资格的申请人未签订聘任合同,则自动失去被聘任资格,我校在后续3年内将不再接受其申报境外导师资格的申请。
Within three months from the date of announcement of HIT Academic Degree Committee, if the applicant with consent has not signed the appointment contract, s/he will automatically lose the post of appointment. HIT in future three years will not accept his/her application for HIT overseas doctoral supervisor.
六、聘期及招生 VI. Tenure of Office and Recruitment
1. 境外导师的聘任期限为5年,自所招收第一个博士研究生入学之日起生效。如果境外导师自合同签订之日起2年内未招收到博士生,则合同自行失效。
The tenure of HIT overseas supervisor is five years, valid from the date of recruiting the first doctoral student. Given that the overseas supervisor fails to recruit any doctoral student within two years from the date of signing the contract, the appointment contract will be terminated.
2. 境外导师在其聘期的前三年招生,每个聘期内招收的博士生数量不超过2名。在其聘期的后两年将不再列入我校博士生招生简章。
In the first three years of the tenure, the overseas supervisor recruits doctoral students. For each tenure, doctoral students recruited by the overseas supervisor should be no more than two. In the two years left, no recruitment is announced in the HIT Recruitment Information.
3. 境外导师聘任期满后,自动失去我校境外导师身份。在需要的情况下,须重新申请我校境外导师资格。重新申请原则上按本规定第五条的程序进行,在学校审核时将重点考虑申请人在前一聘期间培养博士生的情况。
When the tenure of overseas supervisor is mature, s/he will automatically lose the status of HIT overseas supervisor. If needed, s/he must apply for the post again. In principle, the above Procedures of Appointment is observed. In this case, HIT will examine his/her performance in the previous tenure and make final decision.
七、考核 VII. Assessment
1. 在聘期的第二年末,境外导师应对指导博士生的情况进行总结,并提交《bat365官网登录境外兼职博士生导师培养博士生工作中期总结报告》(总结报告提纲见附件三)。
At the end of the second appointment year, overseas supervisor should report his/her doctoral education, and submit《Interim Report of Doctoral Supervision from HIT Overseas Part-time Doctoral Supervisor》(see Appendix III ).
2. 校学位委员会专家组将根据情况对境外导师工作情况进行考核。境外导师如不能履行聘任合同所规定的职责,经校学位委员会常委会审议通过后,学校将终止聘任合同。
The experts of HIT Academic Degree Committee will assess and evaluate the work done by overseas supervisor. If the overseas supervisor could not fulfill the duty or responsibility stipulated in the appointment contract, with the consent of HIT Standing Academic Degree Committee, HIT will terminate the appointment contract.
3. 在聘期结束前三个月,境外导师应提交《bat365官网登录境外兼职博士生导师培养博士生工作总结报告》(总结报告提纲见附件四)。
Overseas supervisor should submit《Report of Doctoral Education from HIT Overseas Part-time Doctoral Supervisor》three months ahead at the end of the tenure.(see Appendix IV).
4. 校学位委员会专家组将对境外导师培养博士生的情况进行考核及评价。考核合格者,具备申请续聘我校境外导师的资格。
The experts of HIT Academic Degree Committee will undertake assessment and evaluation about the doctoral education of overseas supervisor. If assessed as qualified, overseas supervisor is allowed apply for renewing his/her contract of HIT Overseas Part-time Doctoral Supervisor.
八、其它 VIII. Others
1. 校内合作导师原则上至多与1位境外导师合作培养博士生。
In principle, the internal co-supervisor should cooperate with at most one overseas supervisor for doctoral education.
2. 我校聘任的境外兼职导师,在国内的学术合作单位应以我校为主。
The overseas supervisor appointed by HIT should take Harbin Institute of Technology as top priority among his/her (domestic-academic) cooperative- institutions in China.
3. 本规定自通过之日起执行,此前学校发布的关于聘任境外导师工作的有关文件同时废止。
These provisions have entered into force from the date of announcement. The documents previously issued with regard to appointing overseas supervisors are abolished accordingly.
4. 本规定由我校研究生院负责解释。
The Graduate School of HIT is entitled to interpret the above provisions.
